What government agency has jurisdiction over tax credit properties?

A lot of new apartment buildings are springing up especially in California and comprised of market rate apartments and tax credit units. Does anyone know what local, state, or federal agency (IRS, HUD, Housing and Community Development, Housing Authority, etc.) has compliance authority over tax credit property owners?

How do you pick the best adoption agency?

My husband and I will (hopefully) begin the adoption process in September. We have been talking to AGAPE but I was wondering if there are other agencies I should consider using. If you are employed through a temp agency is that considered a real job for the unemployment rate.?

If so I do not believe that temp jobs should be included in this average. Banks, apartment communities, etc do not consider temp agency jobs as stable work. How does a booking agency make money to pay the agents and their commission?

I know an independent agent makes their 10-15% commission from a bands gig but when you start a booking agency, how does the agency get the money to pay their agents commission they earn plus salary? Does the agent give part or all of the commission to the agency? How does that work?
