Why do marketing people not work on product strategy?

Why do you believe they do not? When I worked in marketing ppl in marketing were often consulted in product design (features and benefits) as well as placement, even naming the things. Just one example of this is that Focus groups with potential customers are a function of marketing and from those groups often come very significant parts of product strategy.
